All,
Understanding that MOSART is in the infancy stage, the
following clarification/change is offered to original email below: It appears
that there will not be a requirement to post an MS Tech to Ottawa for a minimum
one-year period iot be part of the MOSART team. The simplified requirement is
described as 6 designated SME's ( 2 - CPO2's [1 E and 1 W] 1 - PO1 314 E, 1 PO2
313 W, and 2 - MS [1 E and 1 W) will be required to participate in functional
job analysis set-up in four blocks of approximately one week each and one block
for a two week period. There will be an additional requirement for a part-time
senior SME to be attached posted to Ottawa for approx 51/2 to 6 Mos for the OSIP
Writing board. It is preferred to have one of the part-time senior SME's above
fulfill the OSIP Writing board requirement. I listed the Rank and Coast
designations above as a tentative submission to the MOSART coordinator within D
MAR PERS. Both the Hull Tech and E Tech trades have to meet exact requirements,
other than the Coastal/Rank designations will likely vary. All 18 MS Tech (6
from each trade by Rank/HPD provided by MOC managers) representatives will
participate in the following part-time milestones: Preliminary Working Group
session - 1 Week commencing after Middle September 03
Focus Group/OSVB - 2 Week commencing after Middle
October 03
Focus Group/OSVB - 1 Week Early January 03
Focus Group/OSVB - 1 Week last week of January 03
The last milestone is the 51/2 to 6 Mos requirement, where a CPO1/CPO2 from each
trade will participate in the OSIP Writing board. In essence
extrapolating all the data from the Working/Focus Group sessions and finalizing
decisions and recommendations. I hope this clarifies some of the confusion that
may have existed with original email. Again, understand that all of the above
requirements have not been finalized to date. It is expected that most of the
requirements above - with the exception of hard dates for Working/Focus groups -
will be adopted as early as end March 2003.

With the advent of MOSART, there will be a requirement for marine systems
personnel involvement. One part-time SME - CPO1/CPO2 from all three trades will
be required from September 2003 until March 2004. Depending on the complexity of
the follow-on implementation phase, some of the same part-time SME's will be
required full time between March and June to write the implementation plan. The
full-time SME's will be required to be posted to DMHRR/MOSART. The part-time
SME's will be required for a period between three and five weeks during the
analyses. In addition to the full and part time SME's identified above, an
additional number (approx 6) SME's will be required for a one-week period at the
end of each career field analysis to validate each occ spec. These SME's will
range in rank from CPO1 to MS in numbers identified below. The selection
criteria for these SME's will be that they have done all mandatory jobs at their
current rank that provides them with the operational experience and expertise
required at the next higher rank. These boards will normally be held in Ottawa
and MOSART will pay the TD Costs associated with these activities.
The plan is to solicit participation of Mar Eng Pers alternating HPD at
following ranks: (1 - CPO1, 1 - CPO2, 1 - PO1, 1 - PO2 [314/313] and 2 -
MS). It is requested that this information be discussed throughout the
community. Names of personnel who indicate a keen interest to be involved
should be presented to Coastal MOC advisors. Request MOC advisors forward
compiled list of interested pers to me at earliest opportunity with info copy to
cm. Personnel interested in full-time SME position must be arranged to
respective cm with info copy to me.

Good day gents.
Since taking over as the MOC Advisor (for the east coast) in Jan 03, I have been
overwhelmed with info and I think it's time for me to share with the rest of
you. Please ensure this information is disseminated down to the troops.
"ATHABASKAN CERA": As some of you are aware, Athabaskan's CERA is on
TD in Africa until June without a replacement. The ship had appointed the Senior
ET as the MSE Department Coordinator!. To rectify this problem, Jeff Lacey has
volunteered and is posted as the "CERA" as of March 03.
"MOSART": Career Field Analysis is schedule to start September 03 and
will run into June 04 when the Implementation Plan will be written. More
to follow.
"Predominant Job Descriptions" (PJDs): CFNES was tasked to conduct
PJDs on LS ERs. This is an ongoing joint Treasury Board Secretariat (TBS)/CF
compensation strategy review, initiated to evaluate all predominant job
descriptions at the journeyman level (Cpl and MCpl). These PJDs will be used
against the Public Service (PS) Benchmark completed in spring 2002. The Public
Service (PS) Benchmark, based on the recommendation of an independent
contractor, remains the most appropriate benchmarking strategy because it best
satisfies decision-making criteria such as reliability, commonality, data
consistency, fairness, and competitiveness. These PJDs are extremely important
for the purpose of determining base pay for NCMs. So having said that, I will
required some help from some of you in completing these surveys (PJDs).
"QL3 GRADUATES": So far this year (01 Apr 02 - 31 Mar 03 )
59 Students
have graduated the QL3 Courses.
We should see some new faces around.
"Certification Production": Here is the breakdown of Certification by
Classes since 01 October 02;
Cert 3E - 3
Cert 3A - 1
Cert 3V - 1
Cert 4 - 2
"Continuing Engagements (CE), Change of End Dates": Those offered 3
years CE in 2000 and 2001 that expires in 2003 and 2004 have their end date
extended by two years to 2005 and 2006. From now on all IPS for PO1, the
Cert 4 requirement has been removed.
